The Citizen Participation and Open Government Application project seeks to integrate the functionalities of the CONSUL software (used as the basis of the Madrid City Council's decide.Madrid.es platform) and EMAPIC (opinions geolocation web service). Background History and Context
CONSUL
Developed by the Madrid City Council, it began in 2015 on July 15. The code was deployed in production on September 7, 2015 for decide.madrid.es. Since then, new features are added often. More information can be found in the project's public repository on GitHub.
In addition, since then other cities such as A Coruña or Barcelona have put their own version of CONSUL into production.
EMAPIC
Developed by the cartography laboratory (CartoLab) of the Higher Technical School of Engineering of Roads, Canals and Ports of the University of A Coruña, it began as an internal prototype in 2014 that grew to become the current web application at the end of 2015. There are also specific projects developed using the EMAPIC platform as a base, such as Geomove.

The first prototype of this connection between both applications made it possible to geolocate the support for the proposals, being able to see both the individual positions and the support added by neighborhood or district, also allowing these areas to be colored according to the percentage of support shown by their population.
For the future, it is proposed to add the geolocation of the proposals themselves, expanding the functionality with line and polygonal elements, being able to delimit, for example, a section of a street or a group of blocks as the area affected by the proposal. This would also allow filtering by areas of the city in a more precise way than is currently done based on the names of districts contained in the text of the proposal.
The integration of this geolocation of support in the participatory budgeting module could also be considered.
