The CESE (Economic, Social and Environmental Council) convened a temporary committee to put forward policy recommendations regarding socioeconomic, political and geographic inequalities in France.

Problems and Purpose

In reaction to the “yellow vest” crisis, the French Economic, Social and Environmental Council (CESE, Conseil économique, social et environnemental) built a temporary committee « Fractures et transitions : réconcilier la France ? » to develop recommendations regarding inequalities in France.

Participant Recruitment and Selection

The temporary committee included both experts from the CESE and a group of 27 randomly selected citizens, stratified to be representative in terms of their age, gender, education, professional occupation, residence place, specific attitudes and/or behaviours. Additional criterion used were rural/urban/suburban area and membership in unions/NGOs.

Methods and Tools Used

What Went On: Process, Interaction, and Participation

The 27 randomly selected citizens participated in 3 workshops (6 days) and crafted a final report with policy recommendations. Among these 27 people, 5 were randomly drawn to be permanently integrated into the temporary committee and to join the meetings on each Thursday. Conversely, five CESE members participated in the citizens’ group working sessions and helped in the drafting of the report.
