A citizen panel was set up. During 13 meetings, the panellists exchanged and debated the measures to be implemented in order to achieve -55% of greenhouse gases (GHG) by 2030 compared to the GHG emitted in 1990. At the end of their exchanges, 168 recommendations for reducing GHGs were retained.
